The high density of urban population means that European cities face in a sustained and incremental way the problems caused by transport and traffic. The question of how to achieve improved mobility while reducing traffic congestion, associated accidents and pollution is a challenge.

The post-covid 'new normal' has allowed to observe increases in active displacement (cycling and walking) and in the use of the car, relegating the use of public transport, as it is considered a potential space for contagion. Undoubtedly, the use of public transport must return to pre-pandemic levels after widespread vaccination, but it must be avoided that it is due to the current increase in active travel and micro mobility through personal mobility vehicles.

There is a consensus that micromobility offers a positive sustainable mobility option for cities and metropolitan areas, due to its efficient use of space, moderate speed of circulation, zero emissions and zero noise. However, a better integration remains pending, in terms of correct coexistence with the rest of the modes of transport, to increase road safety as its use grows.

Given this new reality, one of the main novelties of the package of legal reforms on traffic presented by the Government in November 2020 is the one that regulates the circulation of personal mobility vehicles (PMV). Given that the entry into force of this regulation will be two years after the publication of the manual of characteristics, it seems a good time to start a reflection from PLANETIC and provide a series of proposals from the perspective of digital technologies for the integration of sustainable micro mobility in urban mobility.
